Difficult

Realistically, it would be very difficult (impossible) to get all the necessary funds together at one time to get a handle on the AIDS problem. So, it has to be a year to year budget item that will depend on what other demands are being put on the United States. George Bush allocated a healthy sum for AIDS. Let's see what President Obama can do.
